Who knows what the fate for us English speaking countries will be, let's hope history doesn't repeat itself. The original Nintendo DS launched around the beginning of December 2004 in the US and Japan but wasn't released in Australia and Europe until February and March 2005 respectively.
Update: It would appear GameSpot were quite sloppy with their translation and Japan may not actually receive the Nintendo 3DS in October. Take this with with a grain of salt at the moment until we hear more from Nintendo this September.

Nintendo haven't confirmed ANY release date yet.
But yeah Japan will get it first, everyone else will have to wait. On top of translation they actually have to make the hardware and its a lot easier to do that for a medium sized market like Japan than a large one like the US or Europe.
